Tom Burger is the Executive Director of PMA, a position he has held since retiring from the IRS in 2010. Tom served as the National President of PMA from 2004 until 2010. Tom is also the National Treasurer on the Board of Directors for the Federal Employees Education & Assistance Fund. He is on the board of several other government associations including the Coalition for Effective Change, the Public Employees Roundtable, the Federal Managers Coalition, and the Fed-Postal Coalition.
Prior to October 2004, Tom was the Director, Office of Employment Tax Administration and Compliance (OETAC) in the IRS, where he served in that position since 1994. During this period, he was active on the speech circuit and delivered speeches on employment taxes and related issues to many different organizations including the American Bar Association, the American Payroll Association, the Security Exchange Commission, National Restaurant Association and numerous managers meetings across the country. Tom worked in a number of other high-level national office positions prior to the OETAC position. Tom’s other positions included both field offices and the Andover Service Center as the Assistant Compliance Chief.
Tom spent nearly 37 years with the IRS. He received his Bachelor’s Degree in Accounting from Western New England College, has four children, and is a Marine Corps veteran of the Vietnam War.
