FEEA Emergency Assistance Program
FEEA's Emergency Assistance Program provides no-interest loans and/or grants to civilian federal
and postal employees who encounter unforeseen financial emergencies that cause them to fall
behind on basic living needs such as shelter or utility costs.

Grants are usually given only in situations arising from natural or man-made disasters.  Grant limits
are set on a case-by-case or per disaster basis.  Visit our

In addition, grants and no interest loans may also be available through
Special Relief Funds set up by
various agencies and organizations and administered by FEEA for the benefit of agency employees
or organization members.  These special funds may be able to help employees when their need is
greater than that which FEEA's established loan and/or grant limits allow.  Please visit the

FEEA EMERGENCY NO-INTEREST LOANS

No-interest loans of up to $1000 are available to assist with individual emergency situations.  
Employees in need should complete the
emergency assistance application and follow the instructions
for either mailing or faxing the application and all supporting information.  Loan checks are made
payable to the specific creditor(s) the employee is behind in paying.  Loans are repaid through
payroll allotment at an average rate of $20-30 per pay period.

Assistance is generally available for the following types of hardships:

  • Death in the employee's immediate family
  • Assistance with travel expenses
  • Loss of income
  • LWOP due to severe illness. Employee must be back at work.
  • Family breakup - separation, divorce
  • Critical illness in the employee's immediate family
  • Assistance with travel expenses
  • LWOP due to family-member illness.  Employee must be back at work.
  • Major loss of property
  • Due to natural disaster such as: fire, flood, hurricane
  • Government pay error
  • In cases where the pay shortage was caused by governmental error (an administrative
    or disbursing mistake, computer problem, check lost in the mail, etc.). FEEA may provide
    assistance up to the amount of the pay shortage for one pay period (not to exceed
    $1000).

Most major medical emergencies are beyond the FEEA's financial capacity, however, assistance may
be given for necessities sometimes not included in health insurance, such as hearing aids or medical
equipment needed to continue work.

NATURAL DISASTERS: ADDITIONAL INFORMATION

Federal employees that have had major losses due to a declared natural disaster may apply for a
grant from the Federal Employee Education and Assistance Fund by filling out a
Disaster Relief
Application.

No-interest loans are also available. Any combination of a grant and loan cannot exceed $1000. For
example, a maximum of a $500 loan can be arranged along with a $500 grant making a total of $1000
in assistance. The amount of each loan will depend on the number of requests and our program's
financial ability to assist with those requests.  Loan checks will only be made payable to a specific
creditor, ex., shelter costs, clean-up, furniture replacement, etc.

The employee should complete the entire application including the "Applicant Loan Agreement" even
if only requesting a grant on the initial application. This allows the loan process to go more quickly if a
loan is requested later.  Loans are repaid by payroll allotment at a set dollar amount per pay period.
Loans are generally repaid within one year and a voluntary allotment space must be available to
receive a loan.  Loan applicants must also meet regular eligibility requirements as explained on the
application.

An employee may have lost his home and/or been forced to make temporary living arrangements. In
this case, a current mailing address where a check can be sent should be given or call our office to
